Our 1991 conference was conceived originally as an occasion to asses the outcome of the Uruguay Round Negotiations. The Uruguay Round, which marked the eighth round of multilateral negotiations convened under the auspices of the General Agreement on Tariffs and Trade (GATT), was initiated in September 1986 and was supposed to be concluded in Desember 1990. However, because of an impasse over agricultural issues, the negotiations were suspended. Efforts have been made subsequently to restart the negotiations, but at the time of writing (March 1993), it is still not possible to determine if and when the negotiations will be concluded. Given the uncertainty surrounding the completion of the Uruguay Round, we decided to change the focus of the conference and to address the major items on the Uruguay Round negotiating agenda in a more consciously theoretical manner. Thus, while the individual sessions of the conference followed the main structure of the Uruguay Round agenda, the conference papers were designed to address the issues involved ""systemically"" ratherthan as specific to the negotiations themselves. In order to make the authors and discussants conversant with the Uruguay Round, they were furnished background information about developments in the negotiations. In the light of this background information, the authors were encouraged to focus their attention on these parts of the relevant topic area that interested them the most analytical and to take adventage of formal modeling if appropriate to their purpose.
