A History of Japanese Trade and Industry Policy
In the autumn of 1984, roughly a year before the fortieth anniversary of the end of the Second World War, the Ministry of International Trade and Industry (MITI) decided to compile a history of Japan's post-war economic rehabilitation, focusing mainly on policy in the areas of trade and industry. The history would relate Japan's recovery from the destruction of wartime defeat and the subsequent tremendous efforts made to place the Japanese economy in a foremost position in the global economy. The history, however, would not be written by government officials; objective researchers, such as university professors, would write the history after close analyses. To organize and promote the project, MITI organized the Committe to Edit the History of International Trade and Industry Policy. The overall structure of this history of policy over the first thirty-five years of the post-war era, from 1945 to 1979, is divided into four periods; the post-war recovery period (1945-52); the period of establishing the economic foundations for getting Japan to stand on her own (1952-60); the period of high economic growth (1960-71); and the period of various developments relating to the growth of the global economy (1971-9). This history, together with the concluding remarks, a chronology, statistics, and other important appendix materials, comprises a tremendous literary work of seventeen volumes, on average 570 pages each. The Japanese economy confronted unique issue in each of the four periods, and because, like the world economy, it experienced vicissitudes and wide fluctuations, the selection and analysis of content was a severe challenge. Wellqualified persons were chosen to participate in this project who specialized in the necessary subject areas, and writing the text for each particular period, or some part of it, was assigned to more than seventy academics. The editors worked assiduously to give the voluminous writings a general consistency and to provide editorial supervision for each period and the work as a whole.
